    Neal,
       I am not sure what you might have changed, but when I went to chase the 
    following two, I find that there should be no issue:

    >    blcr-testsuite.x86_64: E: script-without-shebang
    > /usr/libexec/blcr-testsuite/shellinit

    Specifically, in my spec file both blcr-devel and blcr-testsuite include %doc 
    lines for the license files.  Additionally blcr-devel has "%doc README.devel".
    
    I am fixing the "E: script-without-shebang" by removing the execute 
    permissions, and I am changing
       "#empty"
    to
       "# This file is required, but typically empty, in an installed testsuite"
